The Baltic Sea coastal states and EU have implemented the Action Plan since 2007. The Action Plan sets down the common objectives and agreed measures until 2030.

The new decree was issued under section 58a of the Communicable Diseases Act, the validity of which has been extended by an act that will enter into force on 1 July 2021. The decree will renew the existing restrictions. In other words, it will have no effect on the restrictions currently in force.
